Reduction of CO2 emission has become a worldwide concern, to prevent global warming. For further reduction of greenhouse gases, more positive introduction of environmentally harmless new energy sources and energy savig should be more effectively promoted than at present. As described here ,we have performed several surveys of local governments and companies in Kyoto prefecture, in order to determine the related underlying issues and then formulate and propose effective ways of further promoting energy saving and new energy businesses through by the synergy of national government, local governments, and private industries.
