Rapid and remarkable progress in both computer technology and network technology has opened the way for practical applications of networked virtual environment (NVE) technology. In this study, the authors have proposed a new framework for simulating NVE by utilizing online resources, such as web pages, so that such NVE can be easily created and effectively applied in the area of remote education. This paper describes the framework and its application practice.
