Abstract


Japanese energy and climate policy stands at a critical junction at present and we may need radical policies from new approaches. The idea of personal carbon allowances (PCAs) is one of the innovative policies to surmount the issues. In this study, a new PCAs system, Feed-in Tariff PCA (FIT-PCA), which main purpose is to improve their attitudes and behaviors to reduce CO2 emission by their own management of their allowances, has been improved (FIT-PCA2). Furthermore, 17 types of feelings of unfairness points about differences among the people have been extracted. The authors created descriptions for them using the Persona method, and checked their effectiveness using the Internet questionnaire.
