Reduction of CO2 emission has become a worldwide concern to prevent global warming. For further reduction of greenhouse gas, more positive introduction of environmentally harmless new energy should be more promoted than at present. In this paper, several surveys were conducted for the local governments and companies in Kyoto prefecture, in order to find out the underlying issues and then to propose effective ways of further promotion of new energy business by the synergy of government, local governments and private industries.
