Towards providing a friendly place for dialogue between multigenerational people about various social issues such as aged society, welfare and so on, we have constructed a Web site using network communication. At first, the concept of ``Universal Design ¡Ç¡Ç was applied to design the Web site and 67 people had estimated it with respect to Web Accessibility. The evaluation of organization and operationality was high in consequence. Secondly, the character agent was introduced to navigate into a community and to provoke participants¡Ç message. We planed to research the evaluation and effectiveness of the Web site with respect to evocation of messages, usefulness of navigation, and so on using the Web site. The participants will be multigenerational and the period will be about 10 days.
