Abstract


Nuclear power is a currently available important energy option to controlling global warming gas emission. There are many nuclear power projects are delayed by the rejection of local public, especially the spent fuel management project is critical for nuclear power to further contribute to energy supply and to alleviate the global climate change. Mutual communication and comprehension is the essential to achieve the consensus among different stakeholders. This paper proposes a visualized communication and analysis platform based on Multilevel Flow Model & Geographic Information System to help the stakeholders comprehend those complex issues in the perspectives of functional and spatial decision-making model. And the cycle process of the spent fuel production and management will be presented as an application case in this paper.
